That would depend entirely on the location of the panels, there would be a big difference in a dusty desert location vs if the panels were located in grassy meadows for eg.
However, even in dusty desert locations, 20% seems very high. There are panel surfaces that are specifically designed to have dust fall off the face, rather than stick around, see:
